After you have loaded several balloons in a row, pull the two frameworks apart about 1 inch to 1.5 inches (25 mm to  40 mm), The general idea is to keep the diameter of buldges on each end and in the middle of the balloon about the same size. Adjust the two frameworks all the way around each balloon.

This double layer of framework greatly increases the general strength, stiffness and security of the sheet of balloons.
